I guess it is a similar feeling of working very hard in an essay, which was highly praised by the teacher, just so some random person take it from you, edit some of the words and formating, and submit it without you consent. Plus, some scummy people will try to profit of the original artist work (like some booths in cons that sell merch with stolen art) That's why it is so commun to see many artists put "Do not repost, edit or copy" in their profiles. The language barrier and cultural diferences don't help either. The thing is, not every artist like to see their work, which they took a lot of time and effort, being edit and shared all over the internet without their permission or knowledge. People in 2 chan also seem to hate their threads being stolen by what's called "matome site" though. I think this mindset is not limited to anime manga style fanart/original artists, but also to many other areas of content creators in Japan, possibly with the exception of the group of people who have different culture, like 2 chan. UGHHH, I especially hate it when people use an art from obscure doujin comics for YouTube video thumbnails. Also, I absolutely HATE it when I see some random guy repost a very nice drawing and stuff without a credit, and being unable to find the source for days and (MONTHS!) to come, so I'm more or less on their side if asked. Not being credited for your own work can hurt your motivation to create arts, sometimes very badly. Personally, I don't entirely agree with this mindset (I think their desire to have a control over what they unleash in the world is a bit too much), but I can understand why they might feel that way as a (sort of) creator myself.

I have seen a bunch of "Do not repost" text on artist's twitter or pixiv profile and what not, but I can't recall seeing a profile that says "feel free to repost!"-some people's profile did say you cab repost, but they were all asking for giving them the proper credit. You'll probably have a very hard time finding a skilled Japanese original/fanart artists online who don't mind reposting/editing of their creations without permission.
